Intractable public problems are treated
as sacrifices on behalf of an
abject value--a value that is perhaps not recognized as such, but that is
constitutive of a national way of life (and not an anomaly to be repaired
empirically). The MEmorial consists of a "peripheral," a commemorative
device attached to a legitimate public memorial or monument, and that
calls attention to the disaster ongoing in the private sphere that is
equally worthy of collective recognition as a sacrifice.
